
On January 25, 2019, His Excellency Senior Minister Ieng Mouly, Chair of the National AIDS Authority, held meetings with Siem Reap Province’s Health Department Deputy Director, Director of Referral Hospitals, and Chief of Samraong’s health center, in Sot Nikum District, in town of Siem Reap Province, The purpose of the meetings was to seek deeper understanding on the integration of AIDS control programs into the local and cross sector AIDS program and of the combat against AIDS into the village-commune safety policy.
After listening to presentations and experiences by health officials of the Referral Hospital on structures, activities and process of carrying out the work of fighting AIDS, it was realized that the integration of hospital service for all chronically ill patients was an ideal method for cutting down discrimination. Nonetheless, new figures revealed that AIDS transmission rates were on the rise. H.E. Senior Minister and mission team made the enquiry to seek further knowledge.
Along with this, H.E. Senior Minister advised the hospitals to conduct study on the transmission source to find out whether the problem was caused by old patients in villages or by high-risk youth. He then extolled the past, concerted efforts in the fight against AIDS and recommended that hospitals as well as stakeholders involved in AIDS control works looking for innovative methodologies towards wiping out HIV by 2025.
At Samraong Health Center, H.E. Senior Minister inquired about the process of works as well as the task of fighting against AIDS. He also asked the commune chief about the integration of the combat against AIDS into the safe village-commune policy.
At previous meetings in Samraong Commune, HIV/AIDS work was regularly raised, but the commune’s priority was infrastructure consisting of roads, clean water, and toilets.
On the afternoon of the same day, H.E. Senior Minister visited Siem Reap Referral Hospital to discuss seeking understanding local HIV/AIDS situation and trend and identifying best practices to further the success in the combat against AIDS.
The Deputy Director of the hospital and the chair of the provincial AIDS secretariat presented brief reports, stating that Siem Reap Province had already achieved the second and third 90-90-90 targets.
Following consultations and discussions to discover an ideal best practices and potential policy or methodology for implementation, the meeting realized that Commune/Sangkat councils should play a vital role towards ending AIDS by 2025. Local authorities were the ones who clearly understood the well-being of their citizens, especially the welfare of migrant workers who were hard to be located and provided with services.
Prior to leaving the hospital, H.E. Senior Minister and the mission team visited the blood test room and blood-cleaning center. He commended hard-working health officials especially for success in the fight against AIDS we have jointly carried out.
