Also in attendance at the event were Excellencies, Lok Chumteav, Ladies, and Gentlemen, representing all the national institutions, people living with HIV, development partners, and civil society organizations.

On the 30th Anniversary of the World AIDS Day, the commemoration attendees listened reports, progress of fighting with HIV/AIDS and views, presented by the representatives of the compatriot citizens living with HIV, institutions, and development partners, on the situation concerning the spread of HIV since the virus harassed the people’s health and lives, at the time when the Kingdom of Cambodia heard, for the first time, about HIV and HIV/AIDS disasters and impacts on the people’s lives, society, and the Cambodia economy.

His Excellency Senior Minister Ieng Mouly, Chair of the National AIDS Authority, presented a report to the presidency and the entire audience on the achievements and progress in the combat against the spread of HIV, impact solutions, diverse challenges, directions set by the Ministry of Health and National AIDS Authority, national strategic plan, working steps, and efforts to fight against AIDS in 2019 and subsequent years, with the resolute will of the Royal Government and the participation of all the relevant national institutions, under the lofty leadership of Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia.

His Excellency Deputy Prime Minister Yim Chhay Ly extolled the outcomes that the Kingdom of Cambodia attained, and he thanked all the Excellencies, Lok Chumteav, Ladies, Gentlemen, and compatriot citizens for contributing their efforts to the combat against the spread of HIV and their care for the people living with HIV.

His Excellency the Deputy Prime Minister congratulated and commended our Cambodia for having made the new HIV transmission rate decline by half since 2011. The Kingdom of Cambodia has provided free treatment the compatriot citizens infected with HIV. The coverage rate of treatment with antiretroviral drugs is high, and the best results, achieved among the patients receiving antiretroviral therapy, are commended and awarded an encouragement trophy by the United Nations.

His Excellency the Deputy Prime Minister voiced his support and urged support for and contribution to attaining the 95-95-95 Target in 2025, toward achieving the goal of Three-Zero. The first zero is no new transmission; the second zero no death due to AIDS, and the third zero no discrimination against people living with HIV.

With the intention towards achieving all the above-mentioned targets, His Excellency the Deputy Prime Minister appealed for continued participation by the Excellencies, Lok Chumteav, Ladies, Gentlemen, and compatriot citizens nationwide to successfully disseminate and implement the principle of HIV prevention, and if suspected of being infected with HIV, please have blood test and early awareness and treatment!
