Handover Ceremony of Global Fund Coordinating Committee Chair

Senior Minister Ieng Mouly, Chair of the National AIDS Authority and of the Global Fund Coordinating Committee, presided over the transfer ceremony of the Global Fund Coordinating Committee Chair at the Ministry of Economy and Finance on the morning of 30 April.

Attending the ceremony were His Excellency Hem Vandy, undersecretary of state of the Ministry of Economy and Finance and new Chair of the Global Fund Coordinating Committee; managers of the Ministry of Economy and Finance and National AIDS Authority; representatives of the National AIDS, Tuberculosis, and Malaria Program; representatives of development partners, and representatives of religious institutions, higher education, civil society, and victims infected with the three above-mentioned diseases.

The Senior Minister said that the Global Fund Coordinating Committee is a forum of the affected people’s voices and a forum for view exchanges of development partners. Thereafter, he hoped that the National Program would implement the program more highly effectively and should try to absorb project implementation funds so that we would obtain good results in the program implementation. Therefore, those who directly implement the program should be united closely to carry out the implementation swiftly and successfully.

The decision of the Royal Government to hand over to the Ministry of Economy and Finance the chairmanship of the Global Fund Coordinating Committee as direct aid recipient is a correct one. Henceforth, the Ministry of Economy and Finance is enabled to gain knowledge of the health sector, which will become a heavier burden. Moreover, in the future, we will also be able to assist nongovernmental organizations working directly with people affected by those diseases.

The Senior Minister added we still have two remaining problems to resolve, including: 1) Amend governance manual so we will have three vice chairs, 2) if technical advisors were needed, the Global Fund would assist.

Before concluding, Senior Minister Ieng Mouly asserted to the ceremony that he was elected as a member of the Global Fund Board on 26 April, the date that has just passed. This is the pride for Cambodia. In its new role at the Global Fund Board, our Cambodia will have the possibility to submit candidacy for the Global Fund Committee as follows: 1) the Ethics and Governance Committee, 2) the Audit and Finance Committee, and 3) the Strategy Committee.

At the end, the Senior Minister wished the new Chair, His Excellency Hem Vandy success in absorbing a great deal of aid for implementation, enabling us to make further request for aid.

In his role as the new Chair of the Global Fund Coordinating Committee, His Excellency Hem Vandy congratulated the Senior Minister on his election as a member of the Global Fund Board. He also commended the Senior Minister for the great achievements scored under his leadership.

He added that this was the opening of a new era of relations between the Royal Government and the Global Fund, and we will strengthen the Royal Government’s ownership in the project implementation. Before ending, he pledged to respect and abide by the standard operating rules, because we are in the same boat and have only one common destiny.

The new CCC Chair also vowed to be ready at all times to resolve work problems in order to allow the Royal Government to take pride in this cooperation, which would be strengthened and expanded.
