
His Excellency Senior Minister Ieng Mouly, Chair of the National AIDS Authority, presided over the commemoration of the 107th International Women’s Day at Koh Kong City Hotel in Koh Kong province on 5 March 2018, with the participation of the National AIDS Authority’s managers and officials.
Addressing the ceremony, His Excellency the Senior Minister said the topic, “Women Together Keep Peace for National Development,” is important and interrelated with the current context, because if peace had not existed, there would have not been development either. As we travelled through the jungle to our Koh Kong province, if there had been no peace, we would not have been able to meet here today either.
We have listened to and been aware of the history of women’s struggle and we want to have gender equality in the National AIDS Authority as well. Today also represents a good opportunity when we have come to organize the International Women’s program in the first province where the governor is female.
The 23 October 1991 Paris Accords are over and various points specified in the agreement have already been incorporated in the 1993 Constitution. If desiring to join political life, one should respect the Constitution. If wanting to protest the election results, one should file complaint with the National Election Committee and Constitutional Council. We adhere to liberal multiparty democracy. There is no era where freedom exists like in the present one. We enjoy press freedom and are free to use the Internet and Facebook. The Cambodia Daily has closed its door by itself; if not so, the Phnom Penh Post, too, would have been shuttered.
As regards the court’s dissolution of the opposition party, it is the right thing done. If the party had been kept, there would have been no peace because of their desire for overthrow. In the past, they took part in elections just as pretext to foment turmoil and provoke people to revolt, for they always declared that they would win, ahead of the holding of elections.
In the world, there are only 10 countries or so, including Cambodia, that have achieved an economic growth of around 7 percent. Therefore, our citizens have benefited from this growth and have a decent standard of living, infrastructures, tarred roads, bridges, electricity, and clean water for use.
Now, the Royal Government has also tried to raise salaries for workers and public servants as well as take into consideration social security by setting up the National Social Security Fund. Therefore, when teachers, public servants, and workers fall ill or have accidents, they will have funds for treatment and receive allowances. In addition, when they get old, our workers will have retirement pension like public servants too.
At the end, His Excellency the Senior Minister advised the National AIDS Authority managers and officials and appealed to Cambodian women to strengthen peace by: 1) not getting involved with the opposition party, because this group does not have anything else aside from the overthrow policy, and 2) strengthening democracy by going in force to the upcoming polls on 29 July.
