His Excellency Senior Minister Ieng Mouly, Chair of National AIDS Authority and head of the National Government Working Group assisting Basedth District, Presides Over Commemoration of 107th International Women’s Day in Kampong Speu Province’s Basedth District

His Excellency Senior Minister Ieng Mouly, Chair of National AIDS Authority and head of the National Government Working Group assisting Basedth District, presided over the commemoration of the 107th International Women’s Day at the Cambodian People's Party office in Basedth District, Kampong Speu Province, on 2 March 2018, with the participation of some 390 women teachers, doctors, village and commune leaders, district officials, and officials of the offices in Basedth District.

Addressing the ceremony, His Excellency the Senior Minister said the 23 October 1991 Paris Accords required elections and the preparation of a new constitution. We organized the election in 1993 and drew up the Constitution by adopting a liberal multiparty democratic regime. Along with this, various points specified in the Paris Peace Accords have all already been incorporated in the 1993 Constitution as well.

We respect the Constitution by holding the election regularly once every five years, with the participation of several political parties. In liberal democratic regime, the absence of a political party does not mean that there is no democracy and the Constitution is violated. However, urging citizens not to go to the polls is indeed going against democracy and the Constitution.

Previously, we allowed the opposition party to have the possibility of taking part in national construction, but it was impossible due to their nurturing the overthrow idea. Samdech Decho exerted efforts to maintain the culture of dialogue, but Sam Rainsy was a destructor. As for Kem Sokha, foreigners were behind him, giving order to stage color revolution to topple the government.

Now, we are enjoying freedom, peace, and happiness to the point where we worry that we may become mindless of preventing HIV transmission. Peace and stability leading to development are key to economic growth. Hence, the Royal Government, with Samdech Techo as head, has the feasibility to raise salaries for teachers and public servants every year. Therefore, we should come together to protect peace in order to ensure development. We should join hands to build the country and never believe in incitement. Should there be someone conducting propaganda leading to toppling the regime, we must object.

In the world, only 10 countries, including Cambodia, that have enjoyed an economic growth around 7 percent. Consequently, our citizens have benefited from this growth by having a decent standard of living, infrastructures, tarred roads, bridges, electricity, and clean water for use. At present, the Royal Government has striven to raise salaries for workers and public servants and taken into consideration social security for them by establishing the National Social Security Fund. As such, when teachers, public servants, and workers fall ill or have accidents, there are funds for their treatment and allowance for them. In addition, when they get old, our workers will have retirement pension like public servants as well.

Finally, His Excellency the Senior Minister asked the meeting’s members to have faith in the leadership of the Royal Government, with Samdech Techo as head, and he urged all of them to cast their ballots in the forthcoming 29 July election. Only with peace and stability, can we enjoy development and maintain economic growth.
