H.E. Senior Minister Ieng Mouly chaired consultative workshop on HIV/AIDS program

On the morning of February 24, 2017 at Sokha Hotel Phnom Penh, the National Center of HIV/AIDS, Dermatology and STIs (NCHADS), the National AIDS Authority (NAA), the Global Fund Country Coordinating Committee (CCC) jointly organized a consultative workshop on HIV/AIDS program formulation under presidency of H.E. Senior Minister Ieng Mouly, Chair of NAA and CCC with participations of officials of national program and Global Fund team working on Cambodia, Representative of World Health organization (WHO), UNAIDS Country Coordinator and civil society representatives. Workshop intended to consult on proposal development for Cambodia HIV/AIDS program to be submitted to the Global Fund for 2018-2020. In his opening remark, H.E. Senior Minister has reiterated that Cambodia has successfully reduced HIV prevalence among adult population from 1.7% in 1998 to 0.6% in 2014. Cambodia has strong commitment to achieve 90-90-90 targets by 2020 toward succeeding elimination of HIV transmission before 2025 (new infection less than 3 per 100 000 population while rate of transmission from mother to child is less than 5%). ART is covered in more than 80% of people living with HIV that need ARV drugs. Based on estimation, we still have 15 000 positive people that we do not know their status of which about 70% may be in general population. We have 35 million USD from the Global Fund for current budget for HIV/AIDS control and response from October 2015 to December 2017 plus 3.7 million USD contributed by the Royal Government of Cambodia. Almost half of the budget allocated for purchasing ARV drugs. We expect to have budget of 41.6 millions USD from GF for program period from January 2018 to December 2020 (3 years). For investment partnership with the GF, NAA will propose to the Royal Government for financial plan of 1.5 million USD per year for ARV procurement and 1.1 million to be spent for contracted staff in HIV/AID program. New program will use a community structured model and social network to push peer interventions in order to search for and manage new cases. H.E. Senior Minister encouraged discussing together between responsible officials and representative/groups of population at risk to work jointly reducing working separately and including interventions would provide long term response impacts in preparing prior external supports phased out. Finally H.E. Senior Minister restated that Cambodia is preparing itself for ownership to the forthcoming HIV/AIDS response as the Ministry of Economy and Finance is to act as sole Principal Recipient for the Global Fund grant while the Ministry of Health working as program implementer from 2018 onward.
